The investor who wins the auction of land use rights or wins the bidding for an investment project using land to execute an investment project in accordance with the relevant provisions of the decision approving the auction winning result or the written approval result of investor selection and relevant regulations of law on investment, construction and laws without having to carry out procedures for investment policy decision.
